This is an example of a very common problem-pipes and wires going through the top plate of the house. During the construction process, holes for pipes and wires are cut and drilled larger than the the actual pipe or wire. When added together these areas can lead to excessive heat loss and can result in an uncomfortable house and high utility bills.
This is remedied by spray foaming around the protrusions to air seal the gaps.
